Can the individual paying child support dictate how the payments are spent?

When spouses get a divorce and there are children involved, then one spouse will likely pay child support to the other spouse. The spouse paying child support may want to dictate how the payments are spent.

However, this spouse cannot control how the payments are spent for any purpose. The spouse receiving the child support typically has full discretion in regard to how to spend the payments.
