Assuming that the non-custodial parent is incarcerated for failure to pay child support and serves the time; does this discharge the child support obligation for the arrearage?
Even though he was incarcerated for failure to pay, this does not discharge the debt. It can be reduced to judgment and collected in the same manner as any other judgment. His bank account can be garnished, non-exempt assets seized and many other procedures are available to satisfy the judgment.
