If the obligor refuses or ceases paying child support, may the custodial parent withhold possession and access to the child?

The Texas Family Code expressly states that this is not permitted.  The custodial parent has a remedy for the non-payment of child support which is to file a motion to enforce the child support order.  The non-complying party risks a finding of contempt and possibly incarceration for non-payment of child support.
