If a party refuses to negotiate in good faith at mediation, can they be sanctioned by the court?

A party that refuses or fails to negotiate in good faith can be ordered to pay costs. including attorney’s fees.  If the Court orders the parties to mediation and one does not wish to go, they file a written objectioin within ten days of being ordered to mediation.  If the court finds reasonable cause, it may not order alternative dispute resolution.
