Is non-payment of child support grounds for terminating the non-custodial parent’s parental rights?

Non-payment of child support alone is not grounds for termination.  In fact, the Texas Family Code prohibits the custodial parent from withholding access to the children where child support is not being paid.  The remedy for non-payment is to file a motion for enforcement.
