If the alleged father wishes to admit to the parentage of a child without a hearing, what must he do to secure his parental rights?

He can admit to being the child’s father without going to a hearing or undergoing genetic testing by executing an acknowledgement of paternity.  There is an official form produced by the Bureau of Vital Statistics that the man can complete and file with the state.  This has the same legal effect of a court’s judgment finding the man to be the child’s father. He has the same rights and duties as any other parent when this has been done.
